It gives retail agencies access to specialty and surplus-lines markets, including property, casualty, professional lines, personal lines, and workers compensation, for risks the standard admitted market will not write. Because these placements are often on a non-admitted / surplus-lines basis, they carry different consumer protections and are not backed by a state guaranty association.
